Jamal Furqan
Jamal Furqan is the Founder and Principal of Torchlight Consulting, where he advises government agencies, healthcare organizations, and technology partners on Medicaid policy, operations, financing, and health information systems. Over nearly 17 years, he has worked across state government, national consulting, healthcare technology, regional managed care governance, and community-based delivery reform. His career has centered on Medicaid policy and operations, health information technology, and the design of healthcare models that work in real-world settings.
Jamal spent nearly a decade at the Oregon Health Authority, advancing through a series of Medicaid policy, operational, and leadership roles. He ultimately served as Principal Executive Manager of the Medicaid Programs Unit, overseeing complex programs, interdisciplinary teams, provider reimbursement, and statewide healthcare transformation initiatives.
He later joined CedarBridge Group as a Consultant in Health Policy and IT, advising Medicaid agencies, health information exchanges, and statewide health technology partnerships across the country. His work included system planning and requirements, federal funding strategy, data governance, interoperability, benefit design, and the modernization of public healthcare infrastructure.
At the health tech company, Bamboo Health, Jamal served as Senior Director of Public Sector Client Relations. He led a national team responsible for relationships with 25 state agencies and worked across product, engineering, implementation, legal, and government affairs to help states deploy and sustain technology supporting Medicaid, public health, behavioral health, and prescription drug monitoring program goals.
Jamal later returned to Oregon as the Health Transformation Manager for the Willamette Health Council, where he convened healthcare leaders across hospitals, primary care, behavioral health, public health, dental care, managed care, and community-based organizations. He led regional advisory and investment processes focused on improving care delivery and strengthening community health infrastructure.
Having seen the healthcare delivery system from several vantage points, Jamal founded Torchlight around a clear conviction: the system should do more than simply manage human limitations. Torchlight partners with forward-looking health leaders, harnessing advances in culture, technology, and knowledge to reduce complexity, restore purpose, and build systems that unlock human potential.
Outside of work, Jamal enjoys exploring Oregon’s natural beauty with his 8 year old son, strength training, writing, concerts, and traveling. During football season, he can usually be found watching the 49ers with varying degrees of optimism and frustration.
