Kate Ricker

Kate Ricker is a nationally recognized technology policy strategist and government transformation expert with over 15 years of experience driving public sector modernization across federal agencies, state governments, and non-profit organizations. She specializes in technology policy, interoperability, and cross-sector data exchange, advancing the use of electronic health information for data-informed decision-making.

Ms. Ricker has advised thirty-two states providing consulting, strategic advising, and facilitation services. She has also advised multiple federal agencies including the Centers for Disease Control (CDC), the Administration of Community Living (ACL), the Center for Medicare and Medicaid Innovation (CMMI), and the Assistant Secretary for Technology Policy-Office of the National Coordinator for Health IT (ASTP/ONC) on cross-sector strategy and engagement. She guides multi-stakeholder collaboratives on governance, strategy, funding opportunities, and policy alignment for capacity building.

Previously, Ms. Ricker served as Colorado's State HIT Director in the Office of Governor John Hickenlooper, where she directed multi-agency health IT strategy and portfolio while contributing to successful legislation and delivery system transformation priorities. Ms. Ricker has a proven track record building multi-stakeholder coalitions, securing public and private funding, and translating transformation visions into practical implementation strategies. She is an appointed adjunct professor at George Washington University's Milken Institute of Public Health, teaching Health IT, Informatics, and Decision Making, and completed Harvard Medical School's Global Healthcare Leadership Program.
